As you may already be aware, from 26 May 2026, the Housing Statement Property Regulations are now formally in effect.

The reforms introduced through the Consumer Affairs Legislation Amendment (Housing Statement Property Regulations) Regulations 2025 represent one of the most significant regulatory changes for the conveyancing profession in recent years.

The new framework introduces major reforms impacting conveyancers and other property industry professionals, including:

  • Mandatory Continuing Professional Development (CPD) requirements
  • Strengthened education and qualification standards
  • Updated regulatory oversight and compliance obligations
  • Amendments to fee structures and regulatory administration

Importantly, Shakila Maclean and Linda Cameron of the Australian Institute of Conveyancers Victoria (AIC VIC) have been actively involved in industry discussions and consultation since its inception in 2022 surrounding the development and implementation of these reforms and continues to engage with Consumer Affairs Victoria (CAV) regarding the operational rollout of the CPD framework and broader industry impacts.

At a recent meeting with CAV representatives, further detail was provided regarding the upcoming CPD model, including:

  • The CPD year commencing from 1 April 2027
  • A requirement for licensed conveyancers to complete 5 CPD units annually
  • Mandatory prescribed topic areas determined by the BLA
  • Structured learning delivery requirements
  • Mandatory written assessment components
  • Reporting and record-keeping obligations for practitioners
  • Approval and oversight requirements for CPD providers

From an industry perspective, these reforms are expected to:

  • Formalise ongoing professional training and compliance obligations across the profession
  • Increase demand for quality accredited CPD and professional development delivery
  • Strengthen professional standards and regulatory oversight
  • Further elevate the importance of risk management, competency, and continuing education within practice

The reforms also present a significant opportunity for AIC VIC to continue playing a leading role in supporting members through implementation, education, advocacy, and ongoing professional development.

AIC VIC has advised CAV that our education programs have long been guided by industry trends, claims data, emerging risk areas, and evolving professional obligations. In the past year alone, AIC VIC delivered 19 educational events to industry, including risk management sessions linked to professional indemnity outcomes.

We will continue to work closely with regulators and stakeholders to advocate for practical implementation outcomes that support both consumer protection and sustainable professional practice.
